Cortana: Tilt Skull

Effect: Damage is Modified
When you come to the first large room that looks quite covenant you can see some small organic platforms spanning out. By jumping on them you can go higher until you get ontop of the action. The skull is at the top scattered with some other bones.

Cortana: Unknown Skull

Unknown Skull Effect: Turns out that this is actually just another ?Blind Skull?. Apparently, Bungie threw in two blind skulls into Halo 3 for some reason.
The Unknown Skull can be found on the level, ?Cortana?, in the room with the 3 generators you must destroy. The skull is on the ceiling of this room (just above the door where you walk in for the first time).

Crow's Nest: Grunt Birthday Party

Effect: Grunts Explode like pinatas when killed with a headshot.
In the second level, after you clear the first area you are sent to, you are sent to the barracks. After you clear the barracks you progress a little further in the level and you will reach a long tunnel with small tunnels on its side. You can't go into the small tunnels, but enemies will fly out of them. Kill the enemies and go towards the end of the tunnel. There you have to jump down, but DONT jump down. Peak over the edge and you will see a green arrow. You have to walk off slowly and hold back. You will land on a platform right below you. Turn around and walk a bit into that passage, the skull is there. This is like a fun arcade style skull, doesn't seem to affect the gameplay at all. After applying it, when you kill a grunt with a headshot a small spray of rainbow colored confetti flies out of his body and a crowd yells "yaaaay." It's funny

Crow's Nest: Black Eye Skull

Effect: Melee is required to recharge sheild
At the very start of level two, in the room you start in there is a large pipe running above you. Just get up there and you will see the skull. With this skull on your shields will not recharge automatically. You have to melee to recharge them. One melee recharges it completely.

Halo: Mythic

Effect: Modifies Damage
This is probably the easiest skull to find and the only one I found on my first playthrough. Start the level and walk into the first cave. Just walk forward but look right. In that very first cave there will be a small passage on the right side. Just go into it and the skull is on the floor. Tried playing with this skull, but I couldn't figure out what it did. I thought maybe I was taking more damage, but I'm not sure.

Sierra117: Blind Skull

Effect: Removes Crosshair and HUD
Start the level from the beginning. Go to where the FIRST dropship drops off covenant. There is a small waterfall, it drops them below it. From there simply go right, and you will come to some rocks, the Blind skull is on the rock. Turning this skull on removes the hud, removes your weapon, removes the crosshair. It's really hard to play with this one on.

Sierra117: Iron Skull

Effect: If you die the level is restarted
At the end of the level there is a large building. The one that basically forms the "back" of the area. If you look up there is a pipe running along the building. Get on top of that pipe and then onto that building. Not on the top of it, but there is a ledge, you will see it. Once you get on that ledge follow it to end, it will turn left and then right, and the skull is there. This is another tough one. After turning this skull on you will restart any level you are playing from the start if you die. Meaning every time you die, you go back to the beginning.

The Ark: Famine Skull

Effect: Weapons drop 50% Less Ammo
Get in a Hornet and find a structure poking out of a mountain, land and the skull is at the point furthest away from the mountain.

The Ark: Cowbell

Effect: Explosions have bigger radius.
Okay, as you should know, for ANY skull to work, you have to start at the begging of the level, however this is no exception. Normal or higher if you want to activate it might help too. Do the level normally until you face the Scarab outside of the area where you meet the Arbiter, you see a small building, you have to grab an Anti-Grav lift in here, now after you defeat the scarab, go into the building, i beleive you have to go past a room with sleeping grunts, and a room with alert grunts/brutes and on the ramp down in the next 'room' you need to deploy the grav lift in the right spot on the right to jump into the top section of the roof.

The Covenant: IWHBYD Skull

Effect:Changes some dialog in the game.
The Skull is located in the level, "The Covenant". After defeating the Scarabs, and going inside, get to the location with all 7 Ring Holograms. Kill the Prophet and get rid of all the flood. Now you must jump through the rings in a specific order. That order is as follows (1 is at the entrance, 7 is closest to where The Prophet was). Code is 1 3 4 6 7 5 4 6 5 4 5 3 4 (All of these rings produce a note and when gone through in this order, plays the Halo Theme). The skulls will spawn on the light bridge you walk over once the prophet is dead.

The Covenant: IWHBYD Skull (Alternative Way)

On normal or higher difficulties, kill the Prophet of Truth. Once done, a hoard of flood will come after you. Kill all of them inside the building, but do mnot fall through the hall at the end, causing you to end the mission. Go back to where th energy bridge is to the Prophet. Now, jump through these rings in the following order, "1" being at the entrance and "7" being the end near where the Prophet of Truth was located: 4, 6, 5, 4, 5, 3, 4. The rings will glow blue. Now go back to the Prophet of Truth. You'll see the skull right by the switch of the energy bridge. When activated, some dialogue in game will change.

The Storm: Catch skull

Effect: - Enemies throw alot more grenades.
In the first area where you must destroy the first anti-air wraith, take the civilian warthog(any hog will work) and take it to the circular building near where the anti-air wraith is. It's right in the middle of the war zone, can't miss it. Park it immidiatly next to the building and DO NOT DESTROY THE ANTI-AIR WRAITH OR ANY OTHER WRAITH! The skull appears and disappears in conjunction with the wraiths. Jump on the hog and on to the building. You may need to crouch jump. But do it quickly. Because if you aren't fast enough, the ghosts will kill you or the marines will destroy the wraiths. The skull is located on top of the circular buildings middle. If it doesnt appear right away, dont worry, it sometimes takes a few seconds to a minute if you have gotten there too fast.

Tsavo Highway: Tough Luck Skull

Effect: Enemies always make every saving throw, alway beserk, always dive and never flee
When you get to the biggest bridge theres a part where you can go under the bridge, and theres some bridges around that you can jump on and etc. You'll see some beams that are holding up the bridge, head to those and right next to one is a rock, and the skull is on top of it.
